This work aims to offer a vantage point to date on major economic and productive dynamics of Apulia, than the national average and to other regions of southern Italy, and the role of regional institutions in promoting a virtuous dialectic with businesses operating within the regional borders. The report is divided into two chapters. In the first chapter we introduce the macroeconomic framework (paragraph 1.1) and analyze the productive structure of the territory (paragraph 1.2) and its recent evolution, with a focus on districts and technology poles. We focus, later, on the presence and characteristics of enterprises with foreign participation active in the region (paragraph 1.3) then describe the innovative capacity of the productive fabric, with particular attention to the population of startups, and the projects implemented from the cities of the region in smart lens (paragraph 1.4). To close the chapter, paragraph 1.5 is dedicated to infrastructure: broadcast and broadband penetration and ultra wide, the energy sector and transport. The second chapter offers a rational overview of solutions designed by administrators from Apulia to obtain decision-making processes more transparent and facilitate the participation of citizens and undertakings to public decisions. Between these, particular attention is paid to successful experiences (the so-called. “best practices”). In the report we consider best practices both those undertaken by local authorities to involve civil society, both those aimed at enterprises, potentially to improve relations between administrative authorities and stakeholders.
